Why would a National PUBLICLY traded Timeshare Company be selling Exchange Internationals program if it didn't work?

Remember that if the representative tells you that they get paid a commission AFTER the property is sold or rented then they are acting as a broker which is illegal if you charge an upfront fee! Brokers get paid commissions after the work is done, NEVER before!
